Your Rights When Encountering Immigration Officials in Vermont

Audience: Superintendents, Principals, Educators, Families, Community Members, and Students

The Attorney General’s Office recently issued a guide called “Your Rights When Encountering Immigration Officials in Vermont.” This guide is intended to help Vermonters understand the law around immigration enforcement and make more informed choices. This guide is not intended to provide legal advice about what decisions to make during any specific encounter with immigration enforcement officers or with any other government officials. Because immigration law is complex and changing, you should speak to a lawyer for advice on how to deal with your personal circumstances.

New Licensing System Reminder

Audience: Teachers, Principals, Superintendents, Administrative Staff, Higher Education

The AOE is excited to announce that educator licensing will transition to new software this summer. The Vermont Licensing System for Educators (VLSE) is anticipated to go live in July. This new software will be a major improvement to streamline the licensing process for Vermont educators, and is being developed by Level Data, which provides similar software for many other states.

Training materials and state manuals will be made available as we roll out the new software. We are aiming to provide training to stakeholders in July.

Superintendents and Human Resource Directors will start the hiring season by requesting temporary licenses through the current software, ALiS, but will begin using the new software in late July.

The last day of the ALiS system will be July 1; there will be approximately a two-week blackout period while we make the transition to the new software. The new system is currently planned to be online and available for users around July 15, once all data transfers are completed and verified.

To ensure a smooth transition, please ensure that all applications are submitted in ALiS by June 30. Incomplete or unsubmitted applications will not be transferred over and you would need to start fresh in the new system.

We will be offering virtual training for the new system during the dates of July 21 to July 25. More specific details will be provided closer to July.

New Guidance on Section 10 of H.480: Supplemental Reading Instruction for Grades K–12

Audience: Administrators, Principals, Curriculum Directors, Educators

A new guidance document, Explanation of Section 10 of H.480: Supplemental Reading Instruction K-12, is available to support implementation of upcoming changes to Vermont’s literacy law, pending the Governor’s signature. It clarifies expectations related to the amendment of 16 V.S.A. § 2903, which requires schools to provide supplemental reading instruction to any enrolled student in grades K-12 whose reading proficiency is significantly below grade-level standards or hinders school progress. Schools must also provide support and information to parents and legal guardians. Requirements for screening and professional learning under Act 139 of 2024 remain specific to grades K–3.
